Terminal 10 (T-10) is located on the Southeast border of Harbor Island at 3045 16th Avenue SW, Seattle. The facility is almost 15 acres and is used for the storage of container handling equipment. Harbor Island was placed on the National Priorities List (NPL) in 1983 due to a battery lead smelting operation located on the interior of the island. The Environmental Protection Agency (EPA) found several Contaminants of Concern throughout the island, including lead, arsenic, polychlorinated biphenyls (PCB) and total petroleum hydrocarbons (TPH), all at concentrations above acceptable cleanup levels established by the EPA. To handle a dynamic and complex cleanup environment, the EPA segmented Harbor Island into Operable Units, creating specific requirements and rules based on site specific conditions.
Lockheed Martin was the original owner when the facility was put on the NPL. The Port purchased this property from Lockheed Martin in 1997.
Lockheed’s past use of the facility created an uneven surface contour, resulting in stormwater ponding. Ponding on the site rendered it unsuitable for operations. To resolve the ponding issue, the Port decided to upgrade the utility infrastructure. During the summer of 2011, the Port began construction on the upgrade project, which included a surface re-grade. The facility’s stormwater capture system was completely reinstalled during the project. The new system also added a settling vault and oil/water separator.
