Appeal Information

Due to the Coronavirus (COVID-19), we are only offering phone appeal hearing conference calls for your scheduled appeal hearing.  The appeal board members will call you at your scheduled date/time with phone number  you provide. We request you provide the phone number at least 48 hours to your scheduled hearing.

Note, if no answer after the first phone call we will leave a message. We will call one more time and if no response during your scheduled 15 minutes appeal timeframe, your citation will be automatically upheld. 

 

Citation Appeal Process

An Operator or any affected Driver shall have the right to appeal any citations identified by the Port and any fines or suspensions assessed by the Port. Without regard to the particular penalty imposed or specific violations identified, there shall only be one appeal for each notice of citation issued by the Port.

 

In the event that Operator or Driver wishes to appeal a citation, it must submit a written notice of appeal within ten (10) business days of the date the Port issues the citation notice. This period of time applies to both Operator and any affected Driver, without regard to whether the citation is issued to Operator or Driver (with only a copy provided to Operator). The written notice of appeal must identify the party filing the appeal, must briefly identify the basis for the appeal, and must identify the relief requested in the appeal.

 

The timely filing of an appeal will toll the deadline for payment of any fine and will, except for suspensions issues for serious violations, temporarily reinstate Operator’s and/or Driver’s ability to operate pending decision on the appeal.

 

Following receipt of a timely notice of appeal, a hearing will be held before a panel consisting of at least three persons from the Port of Seattle or other designees of the Landside Operations Manager. The Operator and/or Driver will be allowed to present evidence or testimony to counter the facts upon which the citation, fine or suspension is based. The citation notice and associated records shall, however, constitute prima facie evidence of the citation.

 

Following the hearing, the panel will issue a written finding. If the panel upholds the fine or suspension, the appealing party shall pay the fine within five (5) business days following mailing of the panel’s decision or begin the suspension pursuant to the direction of the Landside Operations Manager. This provision is not intended to limit or bar any other remedies available to the Port under this Agreement.

If you prefer to pay the fine send a check or money order made payable to the PORT OF SEATTLE. Include the citation number and/or copy of the ticket with your payment to ensure accurate application.

FAQs

I was told I would be receiving a citation but I did not receive anything.

Citations are written by a Ground Transportation Controller. All citations are reviewed and approved by a supervisor before notification letters (citation) are mailed out to company/vehicle register owner. 

Why did I receive a citation?

Please call the Ground Transportation office at (206) 787-5906 or visit our office located on the 3rd floor of the airport parking garage to inquire about the citation you received.

A letter and/or invoice will be sent to the address you confirmed at your appeal date, notifying you of the decision. If you do not receive the letter within 15 business days, call (206) 787-7112 or email [email protected].

I missed my appeal can I reschedule? 

If you are unable to attend the scheduled time above, notify our office at least 24 hours prior to your appointment time. Driver/Company may reschedule one time for the next available schedule appeal hearing if the request is made in advance, prior to scheduled hearing date. Request to postpone an appeal due to travel will not be approved.

We accept check or money order. You must have your name, citation number and customer number on the check/money order to have funds deposited into your account.

To pay online, you will need your customer number and address zip code (registered in the Port of Seattle System). This information will be on the letter and/or invoice.
